IVF in Singapore isn't cheap — a single cycle at a private clinic can cost $15,000–$20,000 before medication. But Singapore has one of the most generous assisted reproduction co-funding schemes in the world. Understanding it properly can meaningfully reduce your out-of-pocket costs.
Singapore citizens (not PRs) are eligible for government co-funding of Assisted Reproduction Technology (ART) procedures. Key eligibility criteria:
The MOH co-funding scheme subsidises up to 75% of costs for the first two cycles, stepping down thereafter:

These are lifetime limits across all MOH-licensed ART centres, not per clinic. The co-funding applies to the procedure cost, not medications — which can add $3,000–$6,000 per cycle.
In addition to co-funding, MediSave (from either spouse's account) can be used:
Up to $6,000 per cycle claimable from MediSave (across both spouses' accounts combined). Can be used for the patient's out-of-pocket portion after co-funding is applied.
Up to $1,000 per cycle claimable from MediSave. IUI is significantly less expensive ($1,500–$3,000/cycle at private clinics) and can be a reasonable first-line intervention in unexplained infertility or mild male factor subfertility.
HSG (hysterosalpingography), diagnostic laparoscopy, and semen analysis at accredited facilities may be MediSave-claimable under general surgical/outpatient schemes.
Using a private ART centre, cycle 1 example (estimated, 2024):
💡 Public vs Private ART: KKH's Assisted Conception Unit (ACU) and NUH's Reproductive Medicine Centre offer IVF at lower base costs than private clinics, with the same co-funding eligibility. Wait times are longer, and you may not see the same doctor each visit — but the medical outcomes are comparable. Worth considering for cycles 3 and beyond when co-funding drops.
If a fresh IVF cycle produces surplus embryos, frozen embryo transfers in subsequent cycles are significantly cheaper ($2,000–$4,000 per FET) and may also be MediSave-claimable. One stimulation cycle can yield multiple transfer opportunities.
